You tried all the things that should work, the only thing I would suggest, do one thin coat and let it dry for 1/2 an hour and then follow with another thin coat. Start one stroke on the left, then on the right and then the middle of the nail. That should help.
A blow dryer won't do the trick if it blows hot air, all you need is time and the first layer has to dry totally. The nail polish Express finish from Maybelline is good, it does dry fast.

Well there is this polish you can get at almost any retail store and its called quick dry. You polish on like usual and it dries your polish in 60 seconds. It really depends on how many coats you put on. Try not to put on so many and it will dry even quicker. hope this helps

Just lay down and hodl your two hands out infront of a fan while tlaking on the phone with a head set. make sure you pput the headset on before you paint your nails. Time will go by faster and they'll be dry before you know it.

I put a little nail polish remover in the polish, thins it out and it dries really fast, you might have to do two coats but it dries so fast it doesn't matter.

Try dipping them in alcohol. Then wave hands.
Have you tried the new things Avon has, just roll on the color and it sticks, no drying problems, but use acetone to take off.
