Who names these natural disasters, and is there any significance to the names?

i don't know who names them. but i do know that the names are in the 3 languages of the region of the tropics.... English Spanish and French. Also... its in Alphabetical order... So Ernesto would be the fifth storm of the season.

once 1 storm occurs they chose the next name in line. i guess ernesto is the next name

there is a master list of names that gets rotated. i can't remember the exact rotation timing though. however, when a hurricane is particularly disastrous, the name is "retired", such as andrew and i'm sure now katrina
