I think I should get a refund. Granted I waited till I was 32, but still....

You paid your money, YOU should be happy. Most doctors will rework for a small fee.
Perhaps, you didn't choose the best doctor. Go back and explain your expectation was not met. Go get a second option.
Don't know how long ago you had the procedure; maybe it hasn't yet, become the best it will be. Do you think patience is in order?
Ask your wife what she thinks? It maybe all good in her eyes, and that may please you too.

You got the best of both worlds. You don't know how lucky you are. You've got the cleaned up look, but you have enough skin to slide when you want skin to slide. What happened? You have what every guy who's circumsized wish he had, more skin.
