I think using a good waterproof mascara will do the trick. I love Maybeline Great Lash Waterproof mascara - it's very good.
Or, if your eye areas are oily, the waterproof mascara cannot sustain. There are two japanese brand I know have oil proof mascara - Shiseido Majolica Majorca (Lash Expander) & Kose Fasio (any waterproof mascara).

It sounds like you have long lashes and the best way to stop the black sprinkles on the skin, (or top as the case may be), is to use a brush lightly coated with loose powder the same colour as your natural skin tone and brush once under the lashes before applying the mascara. This helps me, but my friend uses the powder on her lashes and that helps her.

1. Wipe off the wand with a tissue. Then reinsert it into the barrel. It makes for a cleaner application.
2. You can always remove any spots with a cotton swap dipped in eye makeup remover followed by a swipe with a dry cotton swab to dry off the remover.

Almay One coat or Loreal Voluminous are my favourites. Make sure when you apply that you don't go too thick or it will take a while for it to dry, and might smudge on you. Also, you could try waterproof mascara, they'll just be harder to remove at night.

I use Clinique and apply 2 thin coats, but I wait a few minutes between coats. My mom uses waterproof mascara and that works for her.

Lightly apply moisturizer around eyes, I apply Merle Norman LUXIVA Supreme Lash Mascara to top lash only, this makes you eyes look more open. I never have a problem..Lori

The only solution is a waterproof Mascara, but it can be hard on the lashes, making them brittle if not removed correctly.

I use L'Oreal Waterproof mascara. Not smudge proof, water proof. And also, before applying your makeup and after make sure to put extra foundation underneath your eye and powder.

Get a water proof mascara, if that's the problem. If you put your mascara on with your eyes closed, your applying it the wrong way.

If you sweat a bunch, try waterproof. Or, maybe just don't wear so much. As long as you get the very outer edges, you eyes will be defined.
