You tell them-- tell him whenever.. Even if it's in front of his g/f..
But, it's disrespectful to do so. You would not only be disrespecting "them," but yourself as well... as that is uncalled for.
But, lets say you actually did.. And now this guy is willing to cheat on his g/f with you... Well, lets say, 'after the fact,' when you and he are now 'officially' together... Would you really want him as a b/f?
Because, someone else could turn around and do the same thing to him as you did before. You would literally be dating a 'cheater.' ... And they will enevitably do so again-- but this time, you're the victim.

"All is fair in love in war." I am sure you have heard that quote before. It means that it may be looked upon by some to be in bad form to steal another person from their relationship.
You need to see if there is a possibility of a relationship. The person may like you more or they are not really serious in their current relationship.
The trick is to be discrete and not forward. If you are turned down or rejected don't go into deep depression, but get over and go on. You may just have the person coming after you in the future!
If they decide to start going with you then you can learn if they are the person that is good for you. They may not or they may.

You don't. That would be really low class and desperate. It's called breaking up a relationship. When you are older the pattern continues and you may break up a family. Really low class and rotten. Behaviors become patterns and they can dominate a life and ruin it. You don't play with other people's lives, very dangerous. He's taken. And, he's nothing special when you get to know him. If he drops her for you he will drop you for the next low class, desperate girl. Think about it.
