I have lived in Illinois my whole life with my mother, but my mom also owns a lake house in Delavan,WI, which she pays full taxes for and all that blahblah...I want to transfer to University of Wisconsin-Milwaukee. MY question is..is there a way I can get in-state tuition..by either taking to the university, or just trying to get away with it??? Any advice is great, thanks!

In most cases, in order to be considered "in-state" you have to show documentation that you have lived in that state for over a year.
I'm sure if you state that you have been living with your mom, and make sure you give your HOME address as the one as your mom's, and make sure you give documentation that you mother has lived there over a year, then yes, I think you can get away with recieve in-state tutition.
