what is the meaning of: the moon UNDER water?

Apologies - My previous question was a mistake. The moon UNDER water has to do with young men being conscripted in working for ship captains if they drank from a tankard that contained a coin.I'm looking for more detail.

it is refering to the reflection of the moon on a lake, it makes it look like the moon is under water
