The Rugby Union smallest players on the field known as a "half-back" or the scrum half wear Number 9.
Similarly the use of "halfback" requires caution (it being recognised as applying only to the no. 9 position in some countries whereas others consider both the no. 9 and no. 10 to be halfbacks).
In rugby league , the halfback or scrum-half is Numbered 7,often one of the smaller players on the field.

Not to sure about Rugby Union, but I do know that the half-back jersey number for League is 7
