Yes and no. The free version of Yahoo! Mail does not support POP3 access. In order to access your Yahoo! mail, you need to install a third party freeware called "YPOP." The website is at: http://www.ypopsemail.com/

In regards to outgoing e-mail, it is likely that you need to use the SMTP server of your ISP. Also, it wasn't clear to me if you were asking if you wanted a copy of all the e-mails sent by Outlook Express delivered to your Yahoo! account so both of them would be synchronized. Or, were you asking if you want a copy of all e-mail sent by Yahoo! delivered to Outlook Express. If you can clear this up then I could give you a better answer.
