You have 2 candidates, one guy has 160 more than the other, thus, one would be x, meaning he got x votes, while the other guy got (x+160) votes. But, if there were 3260 votes all together, then
x+(x+160)=3260 because x and (x+160) stands for the number of votes each candidate got. Then from there, you combine like terms:
x+(x+160)=3260
2x+160=3260
2x=3100
x=1550
Now that you know the value for x, plug it back into the original values x and (x+160). Therefor, the candidate with the lowest number of votes got 1550 votes and the other guy got 1710 votes.
