A seed starting mix should be soiless- a mixture of peat, vermiculite, and perlite. Garden soil is usually too heavy. If you do sterilize garden soil in the oven be prepared for a god awful smell and mess.

To add to what he stated. If you try sterilizing your soil by placing it in the oven, you risk ruining the organic matter that is in your soil, especially if you get the oven too hot. If you want to get seeding mix cheap, go out to a garden center and buy it in bulk. They normally buy the components to make it in bulk then mix it together. You want a light fluffly soil for seeding mix to help the plants grow and you want something that will hold water well but also drain well. Garden soil just won't do that. That's why you don't use garden soil for potting plants either.

I used to work for a plant nursery and the soil they purchased was baked at a high temp to kill weed seeds. That is the only way I know of.

160 degrees F in the over for 30 minutes should do it.
