keep hounding the previous employer until they finally give up and give it to you

Talk to Human Resources at your previous job. Submit the letter in writing. ( make sure you have made copies for yourself as proof). I dont know if Dept of Labor will help but go to google and type in your state's name and then department of labor and the official site should pop up right away.
