Because in jail you cant keep your belts so all the pants are saggy. And now everyone sags to emulate and show the world that they idolize their buddies in jail

Some say gangs started sagging. But it was a street thing where
people wear clothing too big for themselves to make themselves appear bigger and more formidable.
The too big clothes hanging down progressed into the gang style
of sagging. Maybe its' a statement, like "Kiss My Behind?"
Oddly, I recently read wear criminals are getting arrested left and right, because when they try to run, thier pants hang their
legs up and they cannot escape.

I think its funny if you know the history of it. In Jail the guys (the "ladies") would sag to signal to the other males that they are open for business.
