Wage garnishment is a start but a lot of these guys will either quit their job, leave the state which makes them harder to find, or get paid cash under the table because their boss is a friend.
Unfortuantely, there are many tricks that a person (women have to pay child support too) can pull to avoid paying child support but there are only a few ways to get them to pay.
Like you said, jail isn't the answer because they're not earning anything. The only thing that I can think of other than wage garnishment, is to make them do things like street cleaning, mop floors at County hospitals or dig ditches for County projects and use the money normally paid to "real" employees to pay the child support.
Going after the person's tax refund is also a good idea.

I agree that fathers should pay their child support. After all, they are half the reason the child was born.
Too many mothers think that the child support should be the main income in the family. That is not correct.
Ladies, if you played now it's time that you paid. Get a job. Help take care of that child.
Don't argue with the father when he wants visitation rights. Don't use the child as a manipulation tool. That child did not ask to be born nor did it ask for the two of you to separate.
But back to the original question...yes, the fathers should pay and the courts should help you with that payment.
And both of you had better think about birth control the next time you jump in bed.

If the father does not mind going to jail for non support then what can the state do. There are a lot of parents out there who just don't care if they get locked up. To them it just means they have three hots and a cot and the state still has to pick up the tab on their children. Maybe if the state would allow the non custodial parent to use their support as a deduction on taxes or only allow the net of their income to be used as the deductible income than maybe there would not be so many dead beat parents.

According to § 63.2-1941(2) of the Code of Virginia, a person who refuses to pay child support as ordered by the Court may have their license suspended...this is just one enforced remedy...
Another is, garnishing wages, but this is clearly done in all states, so Virginia is no different.
The Court "[...]can jail or fine either parent who have not followed ALL the requirements of the child support order."
I think that if a fine, 12 months of jail time, withheld income, more court action, liens, credit bureu report, license revocation, or tax interceptions still does not get the parent, mainly the father to make an initiative to pay child support, then they should be sterilized. Well, now that I think about it, sterilization may be a reward for them, as they don't have to worry about making a mistake in having any more children...so I guess states should just keep repeating the processes mentioned above...minus the sterilization, of course =)

Personally I feel that they child support should automatically be deducted from the paycheck. And if they don't do that, then it should be done during tax time. Instead of getting a refund, you get the amount that you owe deducted from your return and if that doesn't cover it, then you owe "uncle sam". Something drastic definitely needs to be done. There are kids that are going w/o because Dad is mad at Mom for having to pay child support or they feel it's too much.

In some cases the mothers also pay support. It's not just the fathers. Sometimes it is through no fault of their own. Sometimes people get sick. Deliberately avoiding it should allow the courts to suspend visitation until the arrears are satisfied.

Take at least 1/2 of their pay before taxes. Take away their drivers license. Publish their names and pictures. If they don't have jobs sentence them to a work program till they are current on their support then monitor them closely.

What do they do when you can't pay the gov't what you owe them in taxes? The gov't should force them to pay. They shouldn't go to jail, but they should pay in weekly or month installments until they are caught up. If they fail to do so, then put them in jail and after they come out do the same thing all over again.

Track them down and enforce payment. If the father can make a valid case for changing the amount of payment, then he should go to court.
