Everyone says go to the police but you asked what to do without going to the police.
In most cases, I'd say go to the police AND a women's shelter, but maybe you have your own reasons for not involving the police.
A Women's Shelter or "Family Resource Center" typically has advocates on staff or on call to counsel you and explain your choices to you. Then can give you background on what behaviors are risky and how to increase your safety.
Look in your phone book under "women's", "family" or "crisis".
All the shelters I know of are completely about increasing the choices and resources of women (and battered men) and families in crisis. Not dictating that you do a particular thing. (although they might urge you report him if they feel you'd be safer doing so). What you tell them is confidential (unless someone else like a child or elder is clearly at risk - then they may be required to report).
They likely would advise you to obtain a restraining order and could assist you in filing for one and might even be able to help with filing fees if needed.

I'm a cop and I run across people like this all the time. The guy is a registered sex offender and it's been my experience that they don't change their stripes. You should speak with your local P.D. and tell them that you are scared for your safety and let them handle it. They really have zero patience for people like that. You definitely have a legitimate complaint. Go to the police, they are there to help . Good luck.

i recommend u go to the police and file a report, however the police may say they cannot do anything unless something physical happens , but it will be on file just in case try changing up your routine a bit do u have a cell phone if not get one and keep it on you at all times and go places in sm groups because it's less likely for something to happen in a group pick someone to keep in touch w/at all times check in,it may be a pain in the butt for awhile but when it comes to your life it's worth the extra trouble , good luck and be careful

Well you have told him to leave you alone so now its harassment and you need to call and tell a Police Officer about this matter ASAP and i wouldn't wait any longer on this.

Just my opinion, Why are asking what we think you should do just call the POLICE A.S.A.P. and take care of it, he will stop after that, if he don't then don't hesitate to call the police again..
