Your mirror to begin with. Learn your face, the angles that look best, where the light should be, and facial expression. After that you a prime for getting head shots taken because you would have to shell out money for pictures that aren't right.
Posture is far more important and the last thing a busy agent wants to do is spend time teaching you how to sit, how to stand, and how to walk. You must learn how to walk into a room with grace but also in a commanding way that shows you are sure of yourself but not arrogant.
When you have those two things down you are ready to send head shots out to agent and most important you'll be ready to walk into an interview at an agency without it being a waste of time.
Be ready and know that they will test you and say a few things that might sting but the only reaction you should have is dignified and ready to address whatever issues or flaws they point out. Never let them see you feeling hurt.
Above all don't ever let them talk you into doing any nude shots at least until you know more about the work they do and you are getting good jobs.

Get a photographer to make your portfolio, start sending it. Go to the biggest bookstore and ask the for the Models Market guide book, it is loaded with addresses to submit your portfolio.
I'm a photographer, and do that. With my freelance stuff I either charge an session fee, or copyright the photos so if they sell the ones I make, I get royalty. That way the model doesn't pay. I also just get permission to feature the model on my website. Helps the model, helps me.
Also, most photographers know who is buying photos.

The best modeling agency is one that scouts you out, not when you go to them...and end up paying money.
But what you need to do, is have photos taken of yourself, like polaroid pictures:your face w/minimal makeup on, your body w/jeans & a tank top, and also a swimsuit photo of yourself. Then you make a composite card consisting of mainly your age, height, weight, dress size, shoe size, etc. Finally you send it out to different agencies in your area..then go from there.

Go where there is no money to pay. Anything legitimate is free.
Start with local agencies...Ford, Elite, IMG etc.
Also there are talent agents that work in other things like acting, commercials, runway shows etc.
Get one good headshot and you should be fine.
