Perhaps, the environment determines the quantity of natural resources a country has to trade. A country shouldn't be held liable for a low GDP per capita when they live in a dried up location- no oil, silver, copper,etc. Economic welfare shouldn't be included because that is an effect of GDP per capita, unlike environment.

Nope. The GDP is purely about the flow of money in the economy.
