This is a very subjective question, depending on who you ask.
For instance, as an English-speaking person, I could answer Seinfeld, or Frasier, or maybe Friends (depending on my age group).
But if my language was Russian, I most certainly pick Mesto Verstrechi Izmenyt Nelzya as the best TV show ever (provided I was in my thirties).
However, if I were Spaniard, I'd have a hard time choosing between "7 Vidas" and "Los Serrano" (but probably settle for "7 Vidas").
The bottom line is: there is two much television outthere and many shows are great, whether American or foreign.

Star Wars is a TV series?
If you think about iconic TV programs, MASH and I Love Lucy have held fans' hearts for years. I personally don't like either of them. Law and Order and CSI ushered in a new era of realism into television, which has had a profound effect. Survivor pushed reality TV to a new level. Take your pick.
