Without a calculator it may be good to do long division. To make it really simple you need to "get rid of" the decimals so multiply -6.09 by 100 to get -609 and do the same to 0.29 to get 29. Then do the standard long division"
... _________
29 | 600

Multiply denomenator and numerator by 100. This will remove the decimal points but would not change the value of final output
-6.09 * 100 / (0.29 * 100) = -609/29

Now 29 * 2 = 58, deduct 58 from 60, you get remender as 2.
This 2 and last digit (of 609) 9 would make 29. As 29 * 1 = 29, remender is 0. So our answer is 21. But since we have negative sign in the question, final answer is -21

There are two ways to look at this.

First Method: convert the decimals to fractions.
In fraction form:
= (-609/100) / (29/100)
= (-609/100) * (100 / 29)
= (-609 / 29) - the 100's cancel
= -21

Second Method: Long division
0.29 into -6.09
