Perhaps you're talking about Chemistry. Atoms from groups 1A-7A will try to gain a total of eight valence electrons to fill their valence shells.

I believe you need to be in the chemistry sight. The only octet rule of which I know is that for the second and third rows on the periodic chart, it takes eight electrons to fill the outermost shell.

Fairy Karma is correct it refers to chemistry and the tendency of atoms to combine so that they have eight electrons in their valence shell. This is because they are more stable with either empty or full outer valence shells I believe. There are however exceptions to the octet rule.
