What do you mean suppose?? There are many many countries in the world where you do have to wear a seatbelt, it's against the law not to... Think it may have something to do with the government not wanting people to end up as road kill and having mushed brains. Then again in some countries think it's an advantage not everyone wearing a seatbelt, 'cause if you're stupid enough not to wear one, i guess you deserve to end up with a smushed brain.

Suppose nothing - Maine has a mandatory seat belt law.

People, dash boards, windshields and steering columns just don't get along well when the car hits an object and stops - and the people inside are still going 35 miles an hour !
Inertia - objects in motion will remain in motion until acted upon by a force - and that force can be a seat belt or any of the above potentially lethal interior car parts - your choice.
Hint: Pick the seat belt.
