Virgina is a southern state. Contrary to what the guy above me said, VA did NOT back out of the civil war (West Virginia did, and became its own state).

The map of the 1600's will be different than the map of the 1860's during the Civil War. More states were added to the Union after the original 13 colonies fought the Revolution, and some state boundaries moved, but your coloring will provide good analysis of the future mentalities of the Northerners versus the Southerners. Virginia was at first in the Civil War a questionable state, but when General Robert E. Lee took control of the Army of Virginia for the Confederate South, he had already made up his mind to join the Confederacy that his neighbors and family were fighting to promote. Lee admitted that he at first didn't want to be a part of the Confederacy. If you are separating the original colonial states and aligning them by two colors representing North and South, Virginia would be a Southern State, in fact, the northernmost Southern State, and the Union had a difficult time even taking back Virginia during the Civil War. More battles were fought in Virginia than in any other state. Virginia stayed a Southern State in the Confederacy until after the surrender at Appomattox, Virginia, by Robert E. Lee in 1865. The United States Military ruled Virginia for five years until they were finally recognized again as a state by the Union.
And, yes, Pennsylvania was one of the states that did not leave the Union and remained a part of the United States of America.

There are a number of different classification schemes. According to the Census Bureau, Virginia is classified as part of the South while Pennsylvania is in the Northeast. Unofficially, Pennsylvania is Mid-Atlantic and Virginia can be considered as Mid-Atlantic.
There are other ways they can be classified, but I presume that this will work for your project.

Virginia is top of the south, bottom of the north. Virginia actually backed out of the Civil War and is a Commonwealth state. If you have to choose between the two, it would have to be southern, though.

There were no states in the 1600s. US wasn't founded yet.
The earliest state was founded in 1787, Delaware I think it was.
But to answer your question Virginia is a southern state.
