A punch. They come in different sizes and are a small round cutter which you hit with a hammer cutting out a small circle of leather. Other punches have a star shaped wheel with different sized punches and you rotate the star to pick the size you need and squeeze the handle to pinch out a hole in the leather. Don't use a sharp object or you will have a ragged hole.
harborfreight.com sells them.

A pointed object like a nail or awl will put a hole in the belt, but it will take a while for it to stretch out. In the meantime, it will be a pain in the *** to use.
A hole punch removes a piece of the material, making the hole usable immediately.
If you don't have a hole punch, drill it out with a drill. This will also remove material.

Get a big nail, and use a hammer to drive it through the belt on a piece of wood. Now, grind the sharp end off the nail, and drive it through the same hole. This will give you a perfect hole, in the correct spot, and will look as if it came that way from the factory. Have fun!

i'd try to use a awl or hole punch. don't use a drill and drill bit like i did. it tears up the leather more than it cuts a hole in it. i got an extra hole in my belt but it looked like a rabid wolverine had put the hole there---really tacky.

I usually just use the nearest sharp "stabbity" object. Usually that is a pin- like a big saftey pin.
