Actually he considers Naruto to be his Best Friend and the reason he starts to feel love for his Brother and Sister. He also becomes Kazekage, and is respected (NOLONGER FEARED) by the villagers, protecting them with his own life.

well garra does become good and nice like chris d said he also becomes kazekage of the village hidden in the sand but i have to disagree with him when he says that the villagers no longer free him cuz its clearly stated in the mange that many of the villagers including the sand council are very much afraid of him

I don't think he has to choose. If I had powers like his I wouldn't want to choose I'd just do what I wanted forever without following the rules of good or bad.
