Dr M is right. But the fuel sources aren't limited to coal or oil. A solar generator that concentrates the energy of the sun into a small area to generate heat is also a thermal plant. At a basic level, a nuclear power plant is also thermal. The nuclear reaction generates heat to create steam.

Water is filtered and fed into a boiler. Heat is applied (from whatever source) to turn the water into steam under pressure. The steam is used to turn a set of turbines which turns a generator. The steam is turned back into water and usually while it is still hot fed back into the boiler to be turned into steam again.
