They cry because someone they cared for is dead, and the funeral is the absolute reality of that death writ large.
A memorial service serves the same purpose, so yes, they do.
I still cannot quite listen to "One Fine Day" by Mariah without crying, because it was played at my son's memorial service, and it is a symbol to me that he's gone. Not that a symbol is necessary for me to know that, but it's like seeing your flag reminding you of your patriotism.
