No, any soap unless it has moisturizer in it can cause even more drying. Also not good to get any soap in the eyes.

Yes, that will help with the inflamation that can cause dry eye symptoms. As long as yur symptoms are caused by blepharitis (the organisms that live on your eyelashes have gotten too excited), then you are fine. If that is not your problem, then it may be unnecessary, but it will not hurt you. Lid scrubs (like using baby shampoo and diluting it) can be very helpful.
