It depends how you're defining "foreign". I just was looking at the Forbes top 100 "entertainers" and the Rolling Stones, a British band is a foreign band to me. If you're meaning "non-western" as "foreign", Cheb Mami is pretty popular as well as Yossou N'Dour.

If that's what you mean, I think Bjork and T.A.T.U. are significant ones. Uhh, and if you consider the United Kingdom foreign, you could include any number of British bands. The Beatles, The Who, Oasis, etc. It goes on and on. Be more specific, though.
