When carbon bonds as soot or graphite why does it not reflect light ie what is going on at a subatomic level

the bonding of carbon in diamond is different compared to the bonding of carbon in graphite .

when it bonds with other things(chemicals) it changes it's composition.
Carbon alone does reflect.
