Start with things you have in common:
"Excuse me, how long have you been waiting?"
If the line is long:
"Can you believe how long this line is?"
If the line is short:
"Looks like we picked a good time to do this."

Its easy, make an observation about your surroundings. If there is a magazine with a crazy title, show cashier, bad weather, great weather... just make a comment that the other person can relate too.

Compliments. People love to hear about how much you love their brand new shoes, coat, or purse. Then, they'll tell you thanx. you can say something like, oh how cool when they say they bought it in new york. then you bring up, do you visit there often, i have family in new york, do you? and just all that jazz. try to find things in common. before you know it, you'll be exchanging gossip and sipping martinis!

Look for something interesting that they may have on or are holding. Maybe you like their hair cut. Find a way to give them a complement.

Say stupid things like "I guess nobody wanted to cook tonight" if your waiting for food. Or something like "think they could be any slower?". Or you could bring up the weather.

Start by telling them "hello". Then ask "how has your day been?". Should work... Glad to help you.
