It can be if the room isn't ventilated very well and the evaporation of the water in the tank causes mildew (even mildew you can't see).

the only things that you'd really ever need to worry about with a fish tank is that if you have cuts or scrapes on your hands it's possible (though not very likely) to end up with a disease called "swimmer's granuloma" or "aquarist's nodules." this disease is caused by an aquatic species of mycobacterium (yes, that's a type of bacteria) that is sometimes found in swimming pools or aquariums, that can colonize damaged skin. in rare cases, people pick this disease up while cleaning out the tank. the good news is, even if you get this, it's a pretty benign condition.

but in general, no, a tank just sitting in the room is not bad for your health, and since watching fish lowers your blood pressure (i.e., it's very calming), that's actually a positive.

Many people find to watch the fishes very relaxing, I know I do. But is a hard work to keep it clean, though.
