I can't help you with the BEST, but I can save you a ton of money be telling you Thermospas are WAAAAY over priced.

I just inherited one from my uncle, and we had to buy a new pump. In the process, we've learned a lot about spas. He paid $8500 for the spa I now own and though the spa is nice (we use it nearly every night) I know if I ever replace it I would be able to get one just as nice for a lot less money.

There are a lot of message boards for spa advice. Check it out before you buy. Also, make sure you wet test the spa you are thinking about purchasing.

Here are a couple spa message boards to get you started:

I think hot tubs are the best. We have one and love it. Get one with at least 25 - 30 jets and a volcano jet, they are great. My husband doesn't have any problems keeping it clean and the chemicals up to the level they should be. And it doesn't seem to cost us a lot in hydro to run it all year round.
