Because no one cares about the plot in a good martial arts movie. Unless its a Jackie Chan movie or some chinese movie then we know the plot will suck as.s

Honestly, I think it's along the same lines as musicals. They don't always have great story lines because everyday people don't stop in the middle of the day and sing about what's going on, or all of a sudden start fighting ninjas. You know what I mean? I love musicals, I've been in quite a few of them, but sometimes the story sucks. There have been good story lines for some martial arts movies, just not many.

There is a fundamental difference between action movies that feature martial arts and martial arts movies. An example of the former would be "The Transporter". An example of the latter would be "Bloodsport". Pure martial arts films tend to focus much less on the larger picture and much more on fight choreography. It really comes down to priorities.
