Who knows how to declare stock when incorporating?

I need to declare the following for what will probably be an S corp: Class, Number of Shares Authorized, Number of Shares Proposed to be Issued, and Consideration to be Received Therefor.

You would put that in your articles of incorporation. If you have already incorporated, you can file an amendment to your art of inc. amending your stock, or file a certificate of designation which is for designating the attributes for a series of preferred stock (that you have already created in your art of inc.).
