All of the above answers except one more possibility since it is carbed.
Make sure the float isn't sticking as well as the needle.
I could be mistaken but the '81 Civic had an electric pump which would not deliver fuel if it were bad, again could be wrong about elec pump.

Take off the air cleaner, look at the little glass window on the carb. If you don't see a fuel level, either the pump, intake, or the filter is bad. Cheapest next step is to replace the filter, next is the pump, lastly the intake on the tank. Some filters are a translucent plastic and you can sometimes see rust/dirt settled on the bottom. I have personally unhooked the gas line to see if the pump was working, catching the fuel into a plastic gas can when starting the motor.
If you see fuel, you've got no problem with the fuel delivery, pump or filter, then you check the choke, float and the jets, in that order. If the choke plate is stuck open, you get too lean and the engine dies, if the float is stuck, you don't get enough fuel, usually the engine doesn't die, and if the secondary jet is clogged you usually can't accelerate past idle. The carb can sometimes be cleaned/freed up with a few shots of carb cleaner spray all around and inside. If necessary buy a rebuilt carb, its not worth it to rebuild it yourself.

I don't know the car, but does it have an electric fuel pump?
If it is getting weak (or your fuel filter is getting plugged), it will overheat, the internal breaker trips, you let it set a minute or 2 and it kicks back on.
