where do you get funding for starting a after schoolprogram?

Is there a way that the goverment give out funds to help get a program off the grounds like afterschool program?

You would need to talk to the school principal or the school district. They appropriate the money that is allocated for education. They would also be able to guide you towards social services available in your area.
