With today's technology, an interstellar force is out of the question.

In the future, perhaps an inter stellar force will be possible, but even that is extremely unlikely due to the distances involved. Discounting worm holes and space tunnels (both very unlikely candidates for any realistic transportation of people or equipment - if they even exist) the distances are so great that if a problem arose in, say, Sector A, by the time the radio transmission reached Sector B, the problem would be ancient history and all of the original people who sent the distress signal would be long replaced by their great, great, great, great grandchildren - and that's just the radio signal which zips through space at the speed of light!
Any tangible assistance would take even longer to arrive.

Yes, it will always take a certain amount of time to travel any distance.
