According to my 18, going on 19, year old granddaughter and her 21 year old sister --- Cancun. Both have been there a couple of times and swear by it.

England. I lived and worked in Norwich, England when I was 18 and had a ball. They speak the same language (sort of) and the pubs are wonderful. Learned about good beer and real fish and chips. Historically rich and beautiful to see. (If I am speaking to a Brit, come visit me in Colorado.)
