It depends on the situation I guess. Some people men and women might think you are trying to be nice or just being polite and it also greatly depends on what you are wearing. If I see a man or a woman in a business suit or well dressed smiling, I will smile back. If I see a man or woman who is dressed leazy or dirty, I will not smile back because I think they don't mean me well.

If your smile seemed genuine I would smile back. But, probably not since when I'm walking on the street I usually stay focused on where I'm heading. It's difficult for men to stop me in my tracts..I only know this because in the course of a normal day several attempt to do so.... and I just keep on walking....

well, sure, no reason not to be friendly.
unless you were one of those guys (and ya know, i've *never* had a woman say this to me!) who demanded a smile. the whole, "come on! smile! it can't be that bad, right!!" those people weird me out & annoy the hell out of me.
