your best bet and the only one that will really work rent a stump grinder there pritty cheap. grind the stump about 6-8 in down and back fill with loam a lil grass seed and it was never there . thay offer stuff on the market to spray on the stump but it dosent work that iv found

Those roots are ultra thin and ultra shallow. A lot of shoveling will do the trick... or break your back doing it. A little shovelling, some chain, and a beat up truck can work too.
I've heard rumors that a drill and a few firecrackers can work wonders, but I wouldn't try that anywhere near YOUR property.

My partner removed 5 with a four wheel drive. Lots of digging to start with, then pulled the roots free. They are tough!

Palm trees have a very shallow root system. You should be able to pull it out with a garden tractor.
