I want to get the name of a doctor's malpractice insurance company. I do not have a lawyer, don't want one. The head MD has not returned any of my calls. Long story.

Generally subpoenas aren't filed, they are issued by a court. A subpoena is a writ commanding a person to appear under penalty (from Latin). Most courts will not issue subpoenas outside of a case pending before the court.

You may be able to find out the name of the insurance company if you contact the state board that licenses the doctor. If you are thinking about pursuing a medical malpractice claim, I would highly recommend that you get a lawyer. If you don't, you probably won't get anyone to return your phone calls from the insurance company either.

A subpoena is only issued by the court during an active case, and there are specific procedural requirements.

If you're trying to pursue a legal claim without an attorney, you should realize that it's like trying to compete in a tug-of-war barehanded against a pick-up truck. But the choice is up to you.

A subpoena is used in connection with pending legal actions when one party requires data from the opposing party. That does not seem to be the case here. You should get an attorney.
