How does your teacher want you to express the precision?

You can say that 80 inches contains two significant digits, or you can say that a measurement given as 80 inches means that the actual object is greater than 79.5 inches and less than 80.5 inches.

22 mm also has two significant digits, and means that the actual object is between 21.5 and 22.5 mm.

With 16 1/2 inches, it's even harder to know what your teacher wants. If we say it's 16.5 inches, then it has three significant digits, and the actual object is between 16.45 and 16.55 inches.

3.75 meters is bewteen 3.745 and 3.755 meters.
