It is in reference to Walker, his middle name. His father has an extra middle name, Hebert, and this George is sometimes referred to by simply the W, which some pronouce double-you and other dub-ya. Most who call him simply "dubya" are doing so disrespectfully, but at least you know the connection and how the term started.
