Don't use it!
Get Firefox. I've used it for about 1 1/2 years now and don't get pop ups at all. And it's much more user-friendly. There are far more options and freedom. You'll love it!

You may want to leave IE installed because every once in awhile, you may come across a website that's a dinosaur and isn't compatable with Firefox (I do maybe once or twice per year). When that happens, I'll open IE to view or access the site.
Other than that, I ignore IE and never use it. Essentially, Firefox will be replacing IE and will be your new browser. You don't have to worry about installing lots of other software to block pop ups.

Are you using IE6? It has a pop up blocker. It is under the tools menu. Internet Explorer 7 is due out soon and it is better, but IE, Firefox and all browsers are not and can not be immune to pop ups, because there are legitimate uses for pop ups on web sites. All the new pop up blockers do is reduce the annoyance.

All you have to do is click on tools then scroll down to pop up blocker, a tab will appear, the tab will say either turn on pop up blocker or turn off pop up blocker, the choice is up to you, remember that some programmes wont work properly unless the pop up blocker is turned off, to permit the page to open correctly.

if you have XP, make sure you have all the latest updates, including Service Pack 2, and the latest version of IE (not IE7, thats a Beta).
also, consider buying a reputable popup blocker like Filtergate.
that said, Firefox is best, you get very few popups
