a guy at work described himself as being one. he claims his head was too big at birth etc....

From what you described, with his head being "too big" he may be referring to a condition known as "hydrocephalus" or water on the brain.

Nothing you mentioned fits the description of waterbirth or baby swim lessons, which are the other "water baby" terms I have heard.

Some women have water births, which means they will get in a pool, big tub, something like that to give birth. Its supposed to make labor and delivery easier on the mother.

Typically the term "wate baby" is used to describe a child or baby that loves the water. They will swim all day and they love the bath.
