Probably due to his lack of a difinitive image. He played mostly ethnic character roles in the 60's and early 70's; because of his "non-anglo" appearance (he could and did play Hispanic, Native American, Central European, and even Asian roles) and general reliability the studios used him as a go-to guy for any role they weren't sure could be played by an actual ethnic actor (keep in mind, this was long before Hollywood's racist stereotyping went out of fashion). Burt Reynolds also played a lot of the same types of roles (and they were often in films together), but Burt had more of a bankable personality and sense of humor, so he went on to be a big star and Saxon stayed pretty much in character roles.

A good question. I believe it has more to do with the movies he chose to be in than lack of talent. I'm rather fond of the guy myself but, when you make crap like "Mitchell" and "The Glove", you can't expect good things ahead. Let's face it, the only actor who's more of a movie whore than John Saxon is Boris Karloff.
