Yes, I find this to be odd. Yet I realize that Donald Duck is a cartoon.
In the Cartoon Universe there a different set of rules and if you are the artist, you make to the laws as you go along.

Yep and they made BIg Ears from Noddy not sleep with Noddy in the same bed, Noddy has an extra finger as they believe he was part of the mafia. Maybe it is because naughty Mickey Mouse pinched his trousers. Looks like they only have one pair to go around.

Yh we all know that, mostly coz of friends lol!!! mabey he feels more embarred if he has NOTHING on n he doesnt wanna look lyk a girl, so we puts a towel round his waist! i have no idea, but u no he wears a shirt talks n lives in a world with a talkin mouse!

Yeah, kinda weird. But if you think about it, Donald isn't the only character without any pants. Winnie the Pooh doesn't wear any either.

Sure it's odd, but it's a cartoon, it doesn't have to make sense. Besides, you can't find pants tailored to a duck's anatomy on the rack!

daffy duck doesnt wear anything so why should donald wear a shirt and pants i think its fair when they leave it up to them if they want to wear clothes or not
