This is an NTFS protection system, because you put thes files (Any type of files) in an NTFS protected place, it will automatically changed from black to blue.
You, or some user on this computer have made this folder protected, to prevent access and allow only certain people to change it.
All you need is to copy these files to a non-protected places. And the color is back again.

If you have a blue background on your desktop, and you have several excel files selected at one time, they can appear blue. Select a Word file or some other file and the excel icons will return to their normal, unselected color.

Accidentally clicking and dragging can select several icons without your knowledge.
