There could be many reasons for your reaction: detergent, body soap or chafing if you're not wearing a bra. It also could be seasonal from excess sweating. Go see your doc. if, it con't.

There is a type of breast cancer, called Paget's somethingorother, which presents as an itchy rash on one or both nipples. (The rash is easy to see, NOT just an itch.) It is not common, but not nearly enough women know about it.

Because I have pretty bad eczema on lots of parts of my body, I ignored the rash for several years. I shouldnt have. It wasn't even until a post-mastectomy pathology report that I even heard the word.

So, no, itchy nipples isn't totally normal, but I'm sure that it happens. If there is a rash, however, on the nipple and/or areola, see your doctor within the week.

***EDIT***

Here, I found a fact sheet on it. They don't even mention rash.

yes it is, why it happens I don't know and its quite embarrassing when it happens in public but its normal. Could be the detergent or the gel or soap you've used. Just rub them a bit until it stops.
