There are 4 ways:
1- Trying your hosting company's free site-making program...for example try this: http://aff.byohosting.com/idevaffiliate.php?id=8385
2- Try myspace.com
3- Try some programs to help you with it like Dream Weaver and Frontpage
4- Try learning some programming languages like HTML and have it on easily.
Hope it helpled,

Get yourself a book like html for dummies. HTML isn't that difficult to learn, and you only need the basics for what you want to do.
Take your time, read through the book and try the exercises and sample scripts. Give yourself a week to get your first website off the ground. You will probably only need a day, but if you can't do it in a week, get someone else to do it.

If you want to create a free website I would go with one of the free providers:
www.geocities.com
pages.google.com
...
Just do a search for free web page and you should find millions of them. Both Yahoo and Google offer web page creation tools to help make your website for you if you don't know HTML or PHP.

Have a look at this site, I use this one and the customer service is excellent and He is very helpful, you can get a couple of web builders which come with the hosting, it's one of the cheapest I know of, you could e-mail him to see if it's what you want.
